One of the possible reasons for this issue is agitator wear.
The agitator is the central part inside the washer tub that moves clothes through the water during the wash cycle.This movement is what allows detergent to work effectively and helps remove dirt from fabrics.
When the agitator becomes worn, cracked, loose, or damaged inside, the washer may still:

drain normally
spin at the end of the cycle
